Does ProtonVPN's free service actually exist?

Two months ago, ProtonMail announced it was opening up its free VPN service to anyone who wanted to use it. There were some restrictions to be aware of, including limiting the number of countries you can pretend to be based in to just three, and throttling the speeds. It also only allows you to run it on one device. If you require more options, and a faster, more configurable service, you can sign up to a paid plan. That all seems fair enough.
